Policy: Congressional Research Service Publication Compares House and Senate New Farm Bills (1:41 minutes)

Audio/Video Script:

Dr. Bobby Coats
Extension Economist
University of Arkansas, Division of Agriculture

A Congressional Research Service publication compares the House and Senate farm bills - I’m Bobby Coats Extension Economist University of Arkansas Division of Agriculture.

The U.S. House of Representatives completed their version of the farm bill on July 27, 2007. The U.S. Senate completed their version of the farm bill on December 14, 2007.

The Congressional Research Service in their publication that compares the House and Senate versions of the farm bill does an excellent job of comparing the major provisions in the House and Senate versions with each other and with current law.

What comes next in completing the 2008 farm bill? A farm bill House and Senate Conference committee with input from the President will resolve differences between the House and Senate farm bills.

Following Conference committee farm bill passage, my expectation is that the farm bill legislation produced by the Senate and House farm bill Conference committee will be approved on the floor of the House and Senate. Then the farm bill will be sent to the President to sign or veto. Will the President sign the new farm bill?

Given the huge amount of work that will have taken place by Congress and the President to produce a final farm bill product, then I expect the President to sign the new farm bill into law in April or May of this year.
